Unless the horns have grown very fast they shouldn't be too big at 2 weeks. If they have started to curl back and you can't get the iron over them then you probably need to use another method.
The wethers we have kept in past years were not aggressive, wonderful pets. The advantage over a doe is you wouldn't have to deal with heat cycles, she would run through the orchard or anywhere else if she thought she smelled a buck when she was in heat every 21 days.
