Ed,
It sounds like he may have urinary calculi, kidney stones. You need to catch him and see if you can feel grains like fine sand on the hair around the sheath. If he has quit running around and is grinding his teeth, standing stretched out and straining trying to urinate those are the classic symptoms. You need to get help quickly for him as the bladder will enlarge and eventually rupture then death. If that appears to be the problem you probably need a vet. If you want to try to do something yourself you can force the penis out and snip the pizzle off the end of the penis. He should urinate within minutes if that is going to help. I hope your feed has ammonium chloride in it to help reduce the risk of this problem in your male goats.
