Yes. With "pour-ons" specifically, you need to be very careful because the problem is that the skin of a goat is thinner than that of a cow. But what some of the speculation about this fails to mention is the actual dosage (and please understand that I am not throwing stones here either). If you apply a "cattle pour-on" at the full strength dosage, you are going to see devastating results. But if you apply a smaller dosage in proportion to the goat and not "all at once", there have been some very encouraging reports of successful worming. In particular if you apply a pour-on to one specific spot or all of it in one specific spot. It pretty much follows the same rule for using a pretty effective wormer called Levasole that comes in the form of a bolus. If you do not know the exact weight of your goat - do not use it - you risk killing the goat with too high of a dosage. If you underdose, you won't see much of a kill ratio if any at all. So there really is a fine line between what works and what doesn't and how you dose it. I guess the bottom line I am trying to convey is that it might be worth a try but just be careful and heed all warnings.
