Iam with Goat Mom on this. We work to hard and have too much invested to feed our livestock to the neigbors dogs. Besides if they don't care enough to keep it tied or fenced they are not taking care of it. Clearly the burried fence is not working, the dogs have learned once they cross they are fine. Around here there is a 3 S rule Shoot , Shovel, and Shut up. I checked with the Animal Control and we are well within our bounds to do this to protect our livestock and children. Besides it seems that once they start to kill they only move on to bigger prey. Of course I am not telling you to do the SSS, check your laws, try to work with the family, also check into it being OK to leave the teenager alone for a week. There are abondonment laws for kids and animals this could fall into that. Possibly the state will take care of the problem for you by removing the dogs maybe the child. Just a suggestion don't take the passive route you stand to loose more than chickens. Good Luck and keep us posted.
