Iodine Overdose?

We have a doeling out in the barn who's pretty sick. She is *not* feverish, she is kind of glassy-eyed, she is ultra-sensitive (if even a fly lands on her back, she goes crazy), she can walk - she just doesn't want to, she's off her feed and her water, and is exhibiting uncharacteristic stupidity (i.e. getting her head stuck in the fence, when she never used to before). She is standoffish and sulky now, and she used to be affectionate , etc. She had CL recently, and we drenched the abscess (?) with 7% iodine after cutting and draining it. Could this be a result of that? Or is it more likely tetanus, or even rabies? Please! Help!
