I've been told that a number of animals (including goats) have hollow hair which lets them withstand temperatures down to around the minus 60 range. That is getting pretty darn cold. Boer goats of the South African genetics probably can't take it that low but they can get pretty cold before they come into harms way.

As long as they are not getting wet or exposed to the wind, they should be alright in the low sub zero temps - 20 to 30 below. A good solid shelter in imperative. Feed a bit more corn in the winter than in the summer - corn helps generate body heat. I know some of the others on here are in the New England area - they know how to keep goats in cold weather and perhaps they can share some of their insight with us.
