Lung worm would be my first guess too. you can see the little worms as the goats will cough them out. It is also highly contagious (spelling??) Panicure or Valbazon will work on Lung Worm.

Go to the Goat World Articles and click on worms and other parasites, there is a good article on Lung Worm there for you to read.
