I've heard of oxytocin being used. I still can't quited figure out it's effect. It is a hormone that is released by the body to contract the uterus during labor, and also is released during lactation causing a milk let-down. Now, if your vet is thinking that this is mastitis, I would think that she would also want you to use some sort of antibiotic also. Possibly, she is thinking that this is just some udder congestion, and the oxytocin would cause a let-down, flushing the udder out. Are the doe's running temps.?? Is there any change to the milk?? If you now have two with it, I would be prone to think that you have a mastitis that is contagious, and would need an antibiotic. I am by no means highly experienced with this, but I thought I'd send my thoughts. Good luck, and let us know how you make out.
