She could be a bit bloated, treat for bloat by giving 1/4 to 1/2 cup vegetable oil, standing the doe such that her head end is much higher than her rear and deeply massaging the upper left flank to help her burp.

Panting is pretty common in the first stages of labor but foaming is not.

Take her temp, she could also be coming down with pneumonia. With her abdomen so full of kids her lung capacity is reduced and she doesn't breathe deeply enough to move fluid out of her lungs. If she has a temp over 104 start treating with antibiotics.

My sister's doe is in early stages of delivering and is panting hard and foaming at mouth. Also has gurgling sounds coming from throat or lungs. The doe is very big with probably twins or triplets. She was fine yesterday. Even jumped the fence. Help?????
