Do they have fever? Since it is more than one goat, I'd consider lungworms, which can cause coughing upon exertion and rapid breathing. Treatment in our area is to worm 3 times, 10 days apart with a wormer that is effective in your herd. Proper dosage for goats is a must. Underdosing causes resistant parasites.
