I had this happen to my show horse only my goat chewed it off allthe way to the tail bone! Took four years to grow it back... Anyway I used a product called Chew Stop or Bitter Apple spray to stop this behavior. You do have to be diligent in putting it onto the horse's tail as the goats will try it occasionally to see if the bad taste has gone away. Can't say if the chewing is due to a mineral deficiency or what. My goats seem to like to chew my hair (the horse is long gone) even though they have goat minerals available. Maybe they think its some kind of exotic goat hay? LOL
