no hair on neck

Hi,
I have two does and the hair on the back of their neck is rubbing off and at one point started to bleed. It cleared up a little when peroxide and fly spray was put on, but even now with peroxide it has not cleared up. What could this be and what is the best way to treat it? Thank you in advance
