I usually opt for a submergable heater, or those nice 30 gal muck tubs that have a built in heater. The trick it to keep the cord out of sight and out of mind. Those darn goats get so bored that a cord is just too tempting. If you do have a cord that is exposed, you can get PVC pipe and run it through there, or in the case of the old garden hose, split it, run the cord, and tape closed with good tape.
I usually do the 2x warm water. I figure they learn to get a good fill before it freezes. They are usually pretty good about mashing the top with their feet to keep it open. (must have learned that from the horses before I got a heater)
One other thing I tried in my primitave watering days was to put a stock tank nestled in my manure pile - place the tank on top, fill in the sides with composting bedding and the natural composting gives off heat and helps keep the water unfrozen. This can be a pain in the rear as you need a decient sized pile...have to rotate it time to time.. then the goats playing around it get shavings, ect floating in it.. and dumping it when its been tramped in can be hard.. But it did work. No cords to play with either.
