I don't know if this will help or not, but I had a goat that wouldn't pick her head up and had a lessened appetite. She didn't do the shaking of her head, but would keep it low. Turns out she had a vitamin deficiency. The other goat she was with was fine, but I had to bring her in out of the gold, feed her pedialite, and also give her some type of medication, which I don't recall the name. It took about 2 weeks for her to completely recover, but the vet said that the trigger of the onset was the cold weather. ( this was 4 years ago in NJ) So basically, I would call the vet. Sorry I am not to helpful.
