At 3 weeks, he probably doesn't have much of a rumen developed, and hell eat anything if he's hungry enough, but it may not be doing him much good. I would supplement him with a bottle, being sure to hold it upright, as close to the ground as his mom's teats are, so he has to tilt his head back--this closes off the stomach that shouldn't get the milk, otherwise he'll bloat/scour if the milk gets mixed in with his ruman that's starting to develop.
We got one of our does as a 2 and 1/2 week old orphan that was being fed grain by the former owners, but the vet said she was actually starving in the midst of plenty, because her rumen wasn't developed enough to make much use of the grain. We bottle fed her and she did great! But she would scour the couple of times that we didn't make her cock her head back, because the vet explained that the milk was going straight into her rumen (instead of closing off the flap by cocking her head).
