I'm not sure I understand you quite right when you say his horn fell off but he was disbudded three months ago. I am going to assume the scab came off, maybe a bit prematurely and it may have pulling enough tissue off from beneath it to open the sinus cavity just below the horns. If that is the case you did just right with your first aid. The hole will close up in time. COntinue with the ointment and bandaging until then. It is important not to let any stuff, water or insects get in. Male goats naturally have larger horns and larger horn buds than females. That probably explains why this happened to the wether but not the doeling. HAve fun with your litle goaties!
